On September 27, in Phoenix City, Arizona State, Bac Ninh province, the Embassy of Vietnam in the United States and Global Chamber jointly organized an Investment Promotion Seminar with the theme "Bac Ninh - An Ideal Production Base in Vietnam" attracting more than 100 US enterprises and a number of international enterprises headquartered in the US.

Speaking at the opening of the seminar, Vice Chairman of the Provincial People's Committee Le Xuan Loi emphasized that after the visit of Prime Minister Pham Minh Chinh to the US and the official visit to Vietnam of US President Joe Biden (September 2023), the two countries agreed to upgrade their relationship to a Comprehensive Strategic Partnership. Based on the increasingly developing relationship between the two countries, Bac Ninh province focuses on promoting cooperation, attracting potential US partners and enterprises (with high technology, semiconductor technology) to operate production and business in the province.

Bac Ninh province has issued a series of incentive mechanisms and policies, including supporting infrastructure investment outside the fence for large-scale projects along with many innovations in administrative reform, improving the investment and business environment. Party committees and authorities at all levels from the province to the grassroots always accompany and support investors to fully enjoy incentive mechanisms and policies, resolve investment procedures, land, premises, construction... in the fastest time according to regulations. The administrative reform index; the satisfaction index of people and businesses with government services is always in the top of the national rankings.

At the seminar, most investors shared the same opinion that Vietnam is an attractive, reliable and safe investment destination. Enterprises want to come to Bac Ninh to conduct in-depth research on investment opportunities and fields, especially in the high-tech industry, semiconductors, electronics, etc. According to the assessment of Amkor Technology (a semiconductor enterprise investing in the province): Bac Ninh has the best industrial infrastructure in Southeast Asia. Bac Ninh's infrastructure system meets all the strict requirements of investors, especially semiconductor investors such as: stable electricity and water supply systems, transportation, logistics, social infrastructure (housing for experts, housing for workers). The government is always ready to support investors.

The semiconductor industry has a global market size of more than USD 520 billion in 2023, expected to reach USD 620 billion in 2024 and increase to USD 1,000 billion in 2030. Of which, the Asia-Pacific region currently accounts for about 50% of the market. Research and development activities and production of high-tech products in which the United States in general and Arizona in particular have advantages such as: semiconductors, components and aviation services, healthcare, finance, digital media, technology and innovation... there are the fields that Bac Ninh province is promoting and prioritizing investment attraction.

Directly answering and clarifying some opinions of enterprises at the seminar, Secretary Nguyen Anh Tuan affirmed that the provincial leaders were always ready to create the best conditions for enterprises to invest in Bac Ninh. Bac Ninh is commits to accompany and handle administrative procedures, site clearance, provide high-quality human resources, security, property safety and convenient public services. In addition, the provincial leaders also proactively grasp the difficulties and problems of investors to promptly resolve and remove them, he added.

After the seminar, Secretary Nguyen Anh Tuan had private meetings and discussions with leaders of Amkor Group, Mayo clinic... and received leaders of Phoenix city.

Secretary Nguyen Anh Tuan introduced the general potential, strengths, and incentives of Bac Ninh province to investors. In addition to its favorable geo-economic location, the infrastructure and transportation system are developed, synchronously connected by road, waterway, and air, located in two major economic corridors: Kunming-Lao Cai-Hanoi-Hai Phong-Quang Ninh and Nanning-Lang Son-Hanoi-Hai Phong-Quang Ninh. In recent years, Bac Ninh has been one of the localities with the fastest economic growth rate in Vietnam with a favorable and attractive business environment. It ensures stable and safe electricity and water supply for industrial production. There is a plentiful and increasingly skilled labor force. The living environment is safe, convenient, and friendly, meeting the needs of foreigners.

Previously, Secretary Nguyen Anh Tuan led the provincial delegation to visit and work with Google, Apple, and Amkor Groups. At the meetings, the Secretary requested the Groups to research and continue to expand the scale of investment in Bac Ninh, support the province in training human resources in semiconductor chips, and prioritize the use of workers from Bac Ninh in particular and other provinces in Vietnam as well as focus on training and using this workforce after training in important positions of the Group.

In September, Bac Ninh province successfully organized the Conference to announce the Bac Ninh provincial planning for the period of 2021-2030, with a vision to 2050 and Investment Promotion in 2024. Witnessed by Prime Minister Pham Minh Chinh and leaders of central ministries and branches, Bac Ninh province awarded investment policy decisions and investment registration certificates, memorandums of understanding to enterprises and investors with a total of 18 projects, with registered capital of more than USD 5.6 billion. In the first 8 months of 2024, Bac Ninh attracted nearly USD 3.5 billion, becoming the leading locality in the country in attracting FDI capital.

During his working visit to the United States from September 23 to 25, General Secretary and President To Lam met with leading US investors and enterprises in the chip and semiconductor sectors.

The leaders of Bac Ninh province pledged to coordinate with competent central agencies to consider applying full incentives for investors as well as proactively and promptly remove difficulties of investors and enterprises under the province's authority.
