Vice Chairman Ngo Tan Phuong receives Executive Director of Kenan Foundation Asia

On the afternoon of October 4, Mr. Ngo Tan Phuong, Vice Chairman of the Provincial People's Committee, received and worked with Mr. Richard Berhard, Executive Director of Kenan Foundation Asia, as Head of the delegation, on the progress of the project "Narrowing the gap in knowledge and vocational skills for Vietnamese students" supported by the Organization for Bac Ninh College of Industry (the project).

The project has a total capital of USD 25,000. Based on the report of the Department of Labor, Invalids and Social Affairs, the Provincial People's Committee assigned the Department of Planning and Investment to appraise the project. In August 2024, the Provincial People's Committee reported to the Provincial Party Committee, the Provincial Party Standing Committee and issued approval for the project document in September 2024. The appraisal and approval procedures are implemented in accordance with the provisions of Decree No. 80/2020 dated July 8, 2020 of the Government on the management and use of non-refundable aid not belonging to official development assistance of foreign agencies, organizations and individuals for Vietnam.

In addition to the project at Bac Ninh College of Industry, the Organization also proposed to implement it at Bac Ha College of Technology. However, due to difficulties in the procedures for registering to receive the aid, the Department of Labor, Invalids and Social Affairs sent a document requesting the Provincial People's Committee to allow the transfer of project funds expected to support Bac Ha College of Technology in 2024 (due to not being implemented yet) to Bac Ninh College of Industry to implement in 2024.

Previously, in the period of 2017-2020, Kenan Foundation Asia supported the implementation of the project: "Raising awareness and practice of international labor standards" to organize training courses for union officials, factory managers, and workers in industrial parks.

Mr. Richard Bernhard expressed his gratitude for the attention, support, and active and decisive direction of Bac Ninh province during the project implementation process. At the same time, he also pointed out some difficulties and obstacles in the project approval process.

Vice Chairman Ngo Tan Phuong expressed his excitement to welcome and work with the Executive Director of Kenan Foundation Asia. He thanked the Organization for its companionship and support for non-governmental projects implemented in Bac Ninh province over the past years as well as informed the delegation of the province's socio-economic development results in the first 9 months of 2024.

Regarding the proposals of Kenan Foundation Asia, the Vice Chairman agreed to the project implementation policy. He assigned the Department of Planning and Investment and the Department of Labor, Invalids and Social Affairs to preside over the completion of the appraisal, approval and acceptance documents of the project. He suggested that Kenan Foundation Asia continue to coordinate with Bac Ninh College of Industry and relevant departments and sectors of the province to effectively implement the project, contributing to improving teaching skills for lecturers and vocational skills for students, increasing career and internship opportunities for students preparing to graduate; research to accompany and support Bac Ninh province to implement other projects to support improving knowledge for businesses on social responsibility, improving capacity for women, youth, education and training, etc.
